i think they messed up the formula by a decimal place or something because i think if you have obscene amounts of luck it very slightly improves drop chances by like 1% so the function in the video game is working it's just scaled too low or something like that
Honestly it reminds me of first gen pokemon. A lot of weird bugs in that gen. If you are trying to test out the luck stat? How would you test it? If something drops twice as much with more luck, then it's working right? Unless its your bias influencing the results. I think it mainly comes down to not having tests to verify the drop rates were influenced properly
