To prevent this from happening, he went back in time and went to this place where he sang with the old Scratch. That's why Scratch Silly Billy sings like this, because he wants Scratch to stay as it is and hear once again that they are proud of it (in this case, the Scratch app). Theory: this version of silly billy, the other scratch, was a lost account that has disappeared years ago, the original scratch cat was hired to look for it.
I was tempted to complain that it seems way too "AI-Sided" but then I realized that about 1:16 scratch actually started taking the fight back and I had to wonder if this was intentional.
here's the lore of the silly billy but in scratch - he was banned from scratch but he wasn't so he hid in this place so he would not get banned and would not find him. however the scratcher online found this place and found him playing it. however he was not obeying the rules of scratch online multiplayer. if you're a new scratcher then you cant play online or use cloud, but if you are you can play online. in the part of where he transforms in a little dude used to be an old of him when he was not banned and normal, and in the singing part where his color was different on the MY WAYY is the part where he was banned from scratch when it ended pls do note that this is just my thought so don't take it seriously
[My thought] He was a player named Kruger that got banned And decided to hack on scratch to get his revenge so scratch decided to report to the players if anyone finds him to report it to them which is how the cat got the paper (yellow) Kruger knew what was going to happen so he would hack the cat also and he created the place which the cat joined (yellow) and would soon be banned permanently for entering it

here's the lore of the silly billy but in scratch - he was banned from scratch but he wasn't so he hid in this place so he would not get banned and would not find him. however the scratcher online found this place and found him playing it. however he was not obeying the rules of scratch online multiplayer. if you're a new scratcher then you cant play online or use cloud, but if you are you can play online. in the part of where he transforms in a little dude used to be an old of him when he was not banned and normal, and in the singing part where his color was different on the MY WAYY is the part where he was banned from scratch when it ended

[My thought] He was a player named Kruger that got banned
And decided to hack on scratch to get his revenge so scratch decided to report to the players if anyone finds him to report it to them which is how the cat got the paper (yellow) Kruger knew what was going to happen so he would hack the cat also and he created the place which the cat joined (yellow) and would soon be banned permanently for entering it
Which would explain his shaded body
As for the phases are just different scripts that change his appearance
