HI Carol. You take an upper bust measurement and use that measurement to cut your size. I must admit I have had this pattern for about 6 years. Since making it I have aged, I now do a FBA to add some bust room for a bust heading south! It means the underarms, neck and shoulders all fit and the FBA addresses the bust increase. Simply moving up a few sizes just makes the neckline too big. Hope that helps.
I am somewhat confused as to how you folded the fabric for cutting out pattern. Normally you fold the material with selvage on the side and not top. Is there a reason for folding differently?

Just wondering Karen, did you use your full bust size to decide on what size to cut? If you have a fuller bust (more than the B cup it is drafted for) then you might be cutting a size larger than you need to accommodate your bust size. This makes the neckline and shoulders bigger. To avoid this you can do a full bust adjustment. If you have a small bust and the neckline is drooping you can choose a smaller size to match more closely your upper body fit and do a SBA to take away any excess fabric. Just thinking 🤔

You are right. I am making a sample so I just cut it as economically as possible to share the techniques. Well spotted!
I have made this but I feel it is gaping at front. Have to put hand over it when bending forward. Nice top
