The movies probably are only canon because the marketing department wanted some clout. Thats why despite things that should matter a lot happening(such as the item that let deku use 100%, which would be an internationally important item in the current manga arc) nothing except 1 or 2 panels of faces overlaps with the manga material. Basically: flect and 9 might as well not exist. Idk about overhaul tho.

The only reason Deku isn't already seen as a world class pro is because plot. Gotta keep him an underdog. They did Naruto dirty exactly like this. Kishimoto kept him stupid and shoved dirt in his face until the series was almost over, then threw the biggest powerups in the world at him. Horikoshi will do the exact same thing to Izuku, just watch. They'll end the series on "your hero academia is over, you're already a pro hero Deku!"

In the series, he needs Erie to support One For All at full power, while in both films, he uses it without any problems. His legs and his body are not affected by it at all. His legs, his body, all resist except his arms, and that's enough of an excuse for him to say "I can't use it 100%" it's stupid it makes the character too cheater
It's not inconsistent at all, actually. Izuku used One For All 100% by pure instinct during the USJ attack, he threw a 100% punch at the Anti-Peace nomu and didn't break his arm. It was described as a fluke that happened because he wasn't thinking about it at all, he just did it. That plot point was dropped, but it's not any less canon. Izuku using 100% successfully by accident or by not thinking about it is totally possible.

Yes, it could only reflect up to a certain point. Deku had to increase his power to be able to get through Flect Turn’s reflection.
