Valve can easily fix that by changing from ```_getcwd``` function to ```_wgetcwd```, which is according to microsoft page is supporting unicode. It's sad to see that they still not changed standard encoding to UTF-8 or at least fixed their standard library to accept non-ascii characters by default, and it's not like only english-speaking countries using their operating system for a half of a centuary already, this should be obvious problem for them like 20 years ago already.
You can fix your problems by switching to Linux distros, which are in majority also piles of broken crap but it is less annoying since you can build your system to have less shit that can break.

2:26 AFAIK German and Spanish are fully supported by Windows as it uses CP-1252, and it has all the characters for these languages.
Anyway, the %username% should always be in ASCII to avoid these stupid problems.

что то даже задумался, кто тут в штаны наклал юзерам, с одной стороны у майкрософт в винде есть поддержка utf8, собственно юсернеймы можно писать, с другой у стима вроде тоже всё ок, даже в консоль пишет нормально кириллицу, подозреваю что это какие то приключения вин апи которое юзает стим, только недавно узнал что в винде под капотом ещё много где используются nt path
