Landlords aren't trying to contribute to the economy by owning a rental property, nor are they taking from it. We aren't in a feudal system. We're in a capitalist democracy; I list a property for rent, you agree to pay that amount or you don't. No one is forced into anything. Market rent is the amount a tenant is willing to pay NOT the amount a landlord is willing to charge.
