Sark is not part of the UK. It's a crown dependency, same as Guernsey and Jersey. Part of the Baliwick of Guernsey but self governing. It's easier to move to Sark than Guernsey. If you are from the UK you can just move there. No work permits or anything required. Baliwick is administrative, just means under the same kings representative and ballif as Guernsey. But as I say, Sark is self governing, sets its own taxes, etc.
The houses aren't "a few million." The average on Guernsey is £600k. On Sark, much cheaper.

Although it's part of the UK, a UK citizen cannot easily move there. You need permission from the Dame of Sark who owns the entire island.
She died in 1974 and the island has had a democratic government since 2008.
