They actually "explained" the zombies using tools and climbing fences in S1 of the walking dead. They theorized that recently turned zombies have very few but noticeable memories of their human lives/reasoning. Which is why the zombie girl on the bus sat on the seat she would've sat in for her commute, or why the zombies were able to use tools.
It is also a call back to the first zombie in the original Night of the Living Dead. The Zombie in the Cemetery attempts to smash Barbara's car window with a rock, and open the door with the handle. :)
The real reason is that the writers on season 1 were different from the rest of the show's run. They had some different ideas for the show that were washed away when the writers were removed from the show's writing.

Favourite one is Andrew putting a blow-up doll on Norman's bike. Norman also has Andrew's beard from when he shaves it in the show. No idea why. Also, the reason for the smart zombies getting dropped is because the director was fired after season 1 for 'budget cuts'. It's also why people seem to like season 1 more.

From the few episodes I remember watching its pretty entertaining. The only gripe I had which is the filming/productions fault, they filmed an ep in the highschool I went to and left everything a mess. I remember spending a month cleaning and trying to find where they moved everything, also they left random props behind. If this was a normal classroom this would have been fine, but it was the metalshop room.

In the first Resident Evil movie one the zombies could dislocate his own ankle. Wasn't planned but the actor told the director that he could so they filmed it that way.

Kinda adding to the s1 theory alittle bit, but I have a star wars book that has zombies in it, which are able to use blasters at a certain point because of either the host body's memory allowed it to work them or it was the collective knowledge of all the zombies together like a hivemind, kinda like the flood in halo, but still normal zombies, point being it isn't too far fetched to have some zombies to use basic tools at least relatively close to when they first turned and still have the muscle/motor skill for it

The zombie using a rock in Series 1 of The Walking Dead is a reference to the zombies using rocks in Night of the Living Dead 1968. I think they took a lot of inspiration from Night of the Living Dead for series 1 that was later dropped.

For the brokefoot zombie, just take your shoe half off and twist it to the side, uncomfortable to walk but it does sell the look.

Karl looks like he is in one of those stick your head in the wall things at like fairs but it moves with him and fits his head
To explain the twisted ankle part. I'm double jointed and can twist my wrist and ankles. The zombie actor had to be very flexible.
One thing that I think people forget about is that there aren't too many zombie babies or toddlers... thinking about it kind of messes with my head.
