Personally I don't think he's actually judging your soul or reading your mind. The series wiki states that he's a soul of a corrupt judge who thought themselves to be the above morality. And Judgement Boy seems to represent people's fear of split-second decisions with lasting consequences. So I think he's just judging how much you believe your own words and how convinced you are of what is right. If you are doubting yourself, he will present you with the worst case scenario so the "Heart" would represent your own moral strength. When the heart is breaking, your own conviction is breaking. The dollar sign represents desire/temptation. It weighs when you doubt yourself. When the $ breaks, it means you've tossed it aside and truly believe your own words.

I haven't watched this show in years, but I feel like I've kept a pretty solid theory on how judgement boy works since I finished the series Responding to Judgement Boy's question is completely irrelevant to which one he drops. Instead, he looks deep within your soul to see what your subconscious would actually lean more into. Think of it like intrusive thoughts, you know consciously, these thoughts are not things you would ever follow up on, but you still have them, and for a brief moment they are things that you desire. That's what Judgement Boy looks at. To have a shot at choosing love over money is to have absolute love within your heart, which the first protagonist manages to achieve.
There's a story about an alien (I think) machine that does a similar thing, but grants wishes based on the heart's desires. A lot of people aren't able to live with the fact that the machine grants their more selfish desires. The protag of the story sets out to destroy it I think.
That kinda sucks tho we know from right and wrong intrusive thoughts are thought about all the time but we don't act upon it because we're not heartless, if we act upon our desires we'd have no self control, for example pushing your brother down the stairs is a funny thought to do, but we don't act upon it because we love him, so judgement boy sucks ass as a judge because everyone is guilty then there is no innocents. Also it's confirmed that he's not reading intrusive thoughts he's judging actions the main characters have taken in the real world confirmed in the second season that judgement boy judges Actions not intrusive thoughts, so in the first season the first main character actually choosen his job over visiting his dying girlfriend he wasn't thinking it he was actively lying in that scene, he also fucked over his friend, these aren't hypotheticals judgement boy is telling him "hey remember when you did this"

Like, yeah if someone asked you to your face which would you choose your career or a loved one most people would probably say the loved one; but the scale of truth sees deeper than that. If you only answer with what sounds good in the moment and not what you know you'll do, that's when the heart falls. It falls because you don't know your own heart and as a result you can't make your own choices nor walk a path that is completely your own.
Judgement Boy is one of the more intimidating characters in Gregory Horror Show. It's a shame the game, Soul Collector, doesn't use the same voice actor, who's half of why he's so terrifying

This feels like a character who was removed from a Fairly Odd Parents episode for being too scary, got locked in Cancelled Cartoon Character Containment for too long and was much, much worse upon his release.
I love how judgement boy DOESN'T do anything when he encoutners someone...because the weight of what they did is punishment enough. "it was YOUR choice, and you geet to live with it" more than getting shot or having your blood drained or getting chopped by a clever, judgement boy knows the worst punishment is your own guilt and regret.
Judgement Boy feels more sensical as a character when you realize that his “hypotheticals” aren’t hypotheticals at all, but real situations that the person he’s talking to went through, and when he “corrects” the scenario they picked, it’s him saying what they ACTUALLY did and what the consequences were.
That would explain why he gave a different results in judgment, he’s not asking you some random hypothetical scenario he’s presenting an actual event in the character’s life in the form of a hypothetical and showing them what they actually did instead of what they might have done.
I never really got Judgment Boy. He just shows up and gives you a hypothetical situation, chooses the worst ethical conclusion for you then pisses off. You can almost sense palpably awkward silence after he finishes! I'm not sure if that's the joke, but it always felt like he was supposed to be some kind of threat and in a series that never shied away from dark subjects and characters, he just felt so weird.
The idea, more or less, is that the situations he presents aren’t hypothetical. They’re actual things that happened in the lives of the characters whose points of view we follow. Things they feel guilty about. So he’s presenting a “correct” answer insofar as it’s the actual decision made instead of what the person who answered wishes they did.
