There are two types of HOB(hang on the back fitlers). one- filters in which pump is inside the water. these filters starts automatically even after a power cut. two- filters in which pump is outside water. these filters sometimes do not pump water after a power cut, so , you will have to add some water in the filter to prime the pump so that it can start working again.
I don't think just the power head is available separately. you will need to buy the whole filter again. But, you can use the old filter with any powerhead or pump with a little diy.

380 should be enough for 2 feet tank.
But, if you are getting better price for 480 then get the 480 HF.

NO, the falling water will create a lot of bubbles in the tank. So, you would not need an air pump.
