Hmm a better design, the output voltage is monitored by a TL431 or similar shunt regulator and some resistors, it drives the led side of the opto coupler and the opto coupler output feeds back to the pwm flyback i.c.
Much better accuracy :-D
The output schokky diodes look overloaded by someone being too greedy for power lol.
Maybe 1.5 amp output current.
