F1 *should* have the licensing for the circuits now, and it’s not like Codemasters don’t have the circuit models as they own SMS (Slightly Mad Studios), the creators of the Project CARS series. It’s just a case of whether or not they want to add the new/returning tracks (Mugello, Sakhir Outer Loop, Istanbul Park, Imola) into the game, as DLC or base content.
Can you make a video about if the F1 cars can take the last corner of Algarve Full throttle and at what speed? I know it might not be the race yet but I'm really interested

It’s probably the RSS (RaceSim Studios) car mod. You should be able to find it online fairly easily via RaceDepartment or some such
