No. Router can not work in layer 2. It is only working in layer 3

Gateway layer 1 to 7
You r right if we consider only one layer but sometimes more than one layers have to be taken

But layer 1 device can never be layer 2
As gateway works on layer 7 to 4 but it is asked in multiple exam that which device works on all layer and answer is gateway
