They first create social chaos and then after the people begin to cry out to the government, demanding a resolution, they ride in on the white horse with a solution. Unfortunately, this solution comes with some strings attached. In order for them to correct the chaotic situation at hand, they must infringe upon us by usurping more of our rights of freedom.
It is a method that is much like the "frog in the pot". We think we are swimming in a nice warm pool of water, all the while they are increasing the heat, until without realizing it, it becomes too late to do anything about it and we are cooked. So, in their eyes, we are like frogs.
