In HSR your ultimate can however long the developers want cause you're limited by turns and not time. In GI and WuWa time is more of a factor and since unlike HI3, ultimates don't stop timers so long ultimate can be a negative especially if they don't have a good enough payoff. Long ultimates/ultimates without a payoff are the reasons why GI guide CCs tell you to generally avoid using characters like Zhongli and Albedo's ultimates since most of the time during their duration you could do more damage in other ways

With combat game modes that have limited time, you don't want your elemental burst / resonance liberation to take ages. That will just unnecessarily eat away at your countdown.

Personality and gameplay wise, Aalto is already a famous character, he would have been more if they made him a 5 star. Nevertheless, I am still happy because he is a 4 star, making it easier for me to get him.
