When we say, "Decrease in Working Capital", what we mean is that working capital is left over. It's not being used. Since the working capital is present and here for use it increases the funds in the organization.

Available Working capital is current asset over current liability. When there is a decrease in current asset it will lead to shortage of funds at this point any company need to source the fund to match the gap hence it is coming under source of funds
