Those Fifths tuned Double Bass Strings are designed to tune your Bass the same as a Cello but an Octave Lower (That's C, G, D, A) and the advantage of Fifths tuning strings is that it brodens the range of your Bass, & the intonation might be alot better if yo'u're playing with an Orchestra. Recent researchers said that Fifths tuning on a Double Bass will be more enjoyable especailly for kids cause they'll play more in tune.
