Apparently, stage 6 happens at the top of Youkai Mountain, despite looking like Heaven. Thus, it's right next to the Moriya Shrine. Maybe she was just passing by... Alternatively, I think it's mentioned somewhere that she wanted to solve this incident by herself and failed, probably that's the reason you meet her there.
