We forced a change of the chimneys without liners to get an insert by a certain date. However we found that many cheated and only put the inserts 4 feet on the top part so from the ground it looked like they complied with the change in the law. We had so many chimney fires in the decades after that related to the false inserts. Thankful few are left now.

I don't know why you think rules are the answer. How about get people to clean their chimneys instead and actually solve a majority of the problem.
