States and non-State actors like individuals, international organizations, multinational companies and international non-government organizations are regulated by, or subjected to, international law. They are called subjects of international law. These subjects have international legal personality.

I have a question.
When an individual or private firm has international legal personality, does it mean that the individual or firm in one country can bring a case against a foreigner directly in an international court as compared to previously where the state of the plaintiff would file a case against the state of the defendant?

Can someone explain to me what kind of subject of international law the European Union is? Given that is not a state itself, but a union of them. What do we make of it?
