What about ethylene oxide lel is 3% and uel is 100% , is it possible , it will explose to 100% conc without air...??

Confusion😵 :- If chemical A LEL is 2% & UEL is 56% and chrmical B LEL 4% & UEL is 69% so which one is highly hazardous????
