Okay here is my theory:
I think the project zorgo leader is still alive. When Agent Petters, aka the chef, checked the leaders pulse, he did check in the wrong place. Now, I think the leader was playing dead so that he can escape with Petters. Petters might have the leader locked up and working on him to make him more stronger. The pz leader might be creating and new Project Zorgo but stronger. I think that the first step the leader is doing is happening by the Roblox movement. If this is happening, Y’all, as in the spy ninjas, need to get stronger to be able to take them down! If you think my theory might be right you may pin my comment.
