International law says you have obligation to keep providing water gas electricity and food to a territory you occupy and under the definition of occupation Gaza is occupied externally and military by Israel, and the international court ruled that Israel has no right to claim self defense from any attack coming from a place that is occupied by it.

Territory is considered occupied when it is placed under the authority of the hostile army. A territory has been invaded, but not occupied, when enemy armed forces stay or fight on it but the enemy’s authority is not yet established. Israel has not established authority in Gaza. They continue to fight Hamas in Gaza. Therefor Gaza is not occupied. Therefore Israel has no obligation to provide Gazans with water, gas, electricity and food. That is the obligation of Hamas. Since Israel and Hamas are at war, why would Israel consider giving their enemy resources? This is absolutely nonsensical.

Israel has never explained how Palestinian fighters armed only with light weapons could have caused the massive devastation seen in some settlements where houses were reduced to rubble, or burned hundreds of people to death beyond recognition.
It is absolutely remarkable the number of atrocities that can be justified by claiming to fight terrorism.

These are definitions from the International committee of the red cross on Internation law relating to military occupation.
Territory is considered occupied when it is placed under the authority of the hostile army.
A territory has been invaded, but not occupied, when enemy armed forces stay or fight on it but the enemy’s authority is not yet established.
Israel has not established authority in Gaza. They continue to fight Hamas in Gaza. Therefor Gaza is not occupied. Therefore Israel has no obligation to provide Gazans with water, gas, electricity and food. That is the obligation of Hamas.
Since Israel and Hamas are at war, why would Israel consider giving their enemy resources?
