For artillery. I always go for howitzers. I can have them behind my lines of men and not worry about friendly fire. Their special shots, like quicklime, are devastating against enemy units. The upside compared to morters is that they can be moved.
rockets are very useful against forts in India, alot of the fort maps in india suck for cannons and your mortars are too exposed to wall cannons, but moral hurting a wall garrison so you can climb it with minimal casualties is a use. they are also useful for when the AI blobs a bunch of units in one place since such a large mass of units all struggling to move past eachother negates the rockets wide spread. however i do agree with you, just get mortars instead, unfact if you dont have mortars in an army then your just making things harder for yourself since mortars can shoot over your front line, cannons not so much
I mean, Howitzers combine the best of all worlds mostly. The problem with rockets imo for forts typ[ically, is it takes too long for them to do enough damage. How are mortars too exposed but rockets aren't?
Rockets are probsbly the worst unit in the game with no redeemable quality, way better in shogun and warhammer, they are still inaccurate bit do the job well

Howitzers especially late-game is always a good pick!

Rockets should be early game or mid game terror tool
