I have been following your good work from time to time I'd like to know What is the spatial resolution of your DEM data? Also, how do I create or get a higher resolution DEM like 10m?
The Surface area of water stored by the Dam can be calculated with GIS and by Using AEC curve further analysis can be made. Same thing can be done by simply knowing the water level in the DAM . But still the GIS methodology can be used for some research purposes.
Take data of one band from Multi-spectral Satellite data which is good at catching water signatures, classify that image and convert it onto vector and get the area.
I think this is simply to avoid 0-value cells in the final step of calculating logarithms. Flow accumulation may give you 0 if a cell only outflows to the neighboring cells but has no inflow from its neighbors.
The error might be caused by the decimal comma (,) (default when you copy cell size) instead of a decimal point (.). ArcMap expects the decimal point (.) for numerical values.

Area=Pixel count(Count in attribute table) *Pixel Size * Pixel Size
you can clip each district by Extract by mask tool then calculate separately
