No matter what you test helmet wise, you can guarantee that you will get different results, like a poorly fitted helmet and a good fitting one, I am one of the engineers who work with the laboratory in question and we make the testing equipment for other manufacturers. So you’re testing just the helmet and not the weight inside of it and the fact that it’ll have much more pressure after the first impact. How isn’t there a dummy in it falling from above?

so after they use a helmet to hit the mark do they change the helmets? everytime they do an impact test? because after just one "crash" it would change the structure of the helmet and in real life the person who wore it would get a new helmet after a crash...

Edit: Just because it's an Arai it doesn't mean it's the safest, and in the same way just because it's a cheap Chinese helmet it doesn't mean it's not safe, if a Chinese brand's helmet is 5 star sharp rated and an Arai is 3 star rated it means that the Chinese is the safer one, choose the safer one rather just a 'big brand'. Yes Arai does make 5 star rated helmet and probably Snell certified ones too that doesn't mean that they're not gonna manufacture a helmet which would score 3 stars in the sharp test. Keep in mind YOU GET WHAT YOU PAY FOR.
