It's a really fantastic dress! And this is just because it's the chiffon cloth - not jersey. Also a top is made as a corsage, where drape harmonizes with plications of a skirt. This dress looks much more expensive and elegant than similar ones of jersey.
I got this exact dress (same color and everything) for a formal family wedding and didn't realize it even had those tying panels until after I no longer needed it. Not that it didn't still look good but I totally felt like I missed out on a better opportunity. I got it at a thrift store hence why I didn't realize what it was.
