I remember 8 bit and surge used to be my favourite brawlers before 8 bits extra life star power was not removed. How can you not understand that 90% of players don't have ruff unlocked because it's locked behind about 3 years of free play progression... Imagine playing street fighter growing up, but half the fighters you don't get for 3 years...
Something to remember is not everyone has unlocked all the brawlers so legendary brawlers are gonna be weighted lower just because of their unlock rate
