Try this....while you are driving and the cruise control will not engage...put your foot under the brake pedal and pull up as you attempt to engage the cruise control. If this works then your problem can be resolved in many cases by simply spraying WD-40 on the shaft that slides in an out of the brake switch. This removes the resistance/debris that builds up over time on the shaft and permits the shaft to slide freely thru the switch.
On a Buick LeSabre... If you push the 'Cruise Control' button and nothing happens (no amber light on in the on/off button) the easiest and therefore the FIRST thing to check is the #14 fuse in the fuse-box under the hood. If that is not the problem, the SECOND thing is check fuses under the steering column. (Under the steering wheel, about where your left knee is when driving). Remove the plastic cover panel (it just pulls off), then remove the steel plate that is under that panel (just four 10mm screws). There is a small black rectangular plastic box with wires sticking out of it. Open the box and you will find three 2 AMP fuses. Check these for a burn-out. They control the lights/function of the buttons on your steering wheel. AND they are not mentioned in the owners manual. This job takes about 10 minutes to do, and it will save you hours or even days of frustration. (I just fixed my own 2004 Buick Lesabre this way; and also fixed a friends 2001 Lesabre this way; so I'm guessing they all have these 2 amp fuses under the steering column).
For the brakelight switch? would your brakelights not just stay on forever? If your lights go out.. the switch works fine? Nothing else to check with electronics? Though?
Why did you not just look at the brake light to see if goes on and off instead of using your meter? or is it a bit more complicated than just a simple on/off switch?

Hi there from Australia mate :) I'm here because, inexplicably, the cruise control on my MN Triton only works during the day?! My cruise control and speed limiter stopped working after I fixed my injector fault and when the throttle body was recalibrated. The CC/SL was working when the car was misfiring but I only noticed it wasn't working right after the throttle was recalibrated. I'm not entirely sure when it stopped working, or what exactly caused it to stop. The buttons don't work and the dash lights are completely dead. I did have a check CC, Check SL message once and 1 fault code : consistent mulitplex signals for CC/SL. Any ideas on what could have caused it? It's a renault Megane mklll
