Hi,
do you mean bilingual that I must speak French and English or just one of them in addition to any other language?
I have done my IELTS and scored 8 out of 9, but I don't know anything in French

Point of correction, it is not enough to be bilingual. You must have written the English and French exams with certain minimum NCLC points. You need exam results for both languages.
