What script did you use for the cartel to keep showing up in vehicles?
I think he played with trevor/micheal when the cartel targets them and used a script hook for freeze wanted level to 0 stars

I always used to just take a cab to the police dept. And fast travel so they would spawn right as I pulled up and fight the police.

How to enable Madrazo Cartel in GTA V? Or is it a mod?
It's when Trevor kidnapts Martin's wife so Micheal has to stay out of LS otherwise Cartel spawns to chase him
After Finishing the mission Caida Libre where you kidnap martin's wife you will get the cartel send after you when you enter city, they will get send to you after you complete Derailed or Monkey Business (i forgot which mission removed the effect)

Funny thing this was a broken thing that happened to me when I played LSPDFR I just had to get a finished save file externally and then put that in my game, or delete and go to the start I think (I recommend the first option)
