Do you need get this specific kind of balloon material in order for the balloons not to pop in the water?

If you wanted the balloon to stay in place, would you add a regular balloon weight, correct or something heavier?

I would use something heavy tied to fishing line, this will keep the garland from floating everywhere in the pool.
