You don't let kids play in the street or parking areas, especially a three year old. Very sad situation but when my kids was that small they weren't allowed to be on the side walk by them self I was always worry if a car drive on the walk way and strike my babies so the driver is not at fault you are to be blame the parent ...this is just like the other boy last couple of month ago the parent walking while the little toddler in back of them that kid got run over too
