My go to right now is Lucia Bova's The Modern Harp. It's definitely not a small, handy reference, but a tome of 600 pages of history and examples with (as far as I am aware) a pretty comprehensive and detailed look at 20th/21st Century practices.

COMPOSERS: DO NOT INCLUDE HARP PEDAL MARKINGS IN YOUR MUSIC. Get the music to the harpist ahead of time and let the harpist use their own pedal markings.
Actually, that suggestion from Chaplouka is outdated. Most professional harpists prefer the composer include pedal markings in the music! First, if the composer has (presumably) done the work when composing, it makes sense to go ahead and include it. Second, it's easier to sightread (and yes, in a perfect world, we would get the music in advance). And last, it's far quicker to move pedals around slightly to fit our preferences than to start from scratch. :)

I have had the Rees-Rohrbacher book for probably 15+ years now and it's a godsend. Very detailed and informative. I'll check out Yolanda's book too
