He is actually Irish, so he’s using the accent that his nationality has bestowed upon him - however, when he was not playing Albert Steptoe, he spoke with a Received Pronunciation accent! I’m sure I have seen him in a film playing a Cornishman - and was even heard to speak authentic Cornish, AFAIK!

I can't think of any comedy show at produced so many cultural icons as ingrained in the UK psyche as On The Buses- Blakey is still the archetypal little Hitler, Jack the lecherous bad toothed lothario, Olive the fat frustrated ugly bird, Arthur the pompous saddo and Stan the inept chancer- utterly brilliant stuff

On The Buses IS A GREAT COMEDY. Todays so called comedy is a load of rubbish done by people with no talent at all. The cast of On The Buses were brilliant.
The whole series was a great laugh. They seemed like a comfortable family, and enjoying every minute.
