As I was watching I heard something very alarming. Please go to 1250 and listen very carefully, turn the volume up. Look to Right side at ground level at small arched basement level. At 1251 you will hear in English a female voice call "Help Me" as the camera person walks past the small, arched basement window of the green building. Also, just after the black scooter passes by the voice can faintly be heard again.
