I think you mean pulling out all the stops. Its a reference to the "stops" used on a pipe organ. The more stops you pull the more sound you get. So when you "pull out all the stops" you are literally giving the organ all the sound it can possibly make.
You know how some movies in the 90s opened with a big, exciting set piece like sky surfing and parachuting? Or the opening credits is the characters getting around town, doing cool stuff? That's exactly what this song brings to mind. And I 100% here for it.

My partner absolutely adores TMNT, so I play this with them whenever we hang out. We got to this level and were groovin out the entire time. This level and it’s song are fucking amazing. Great work on this masterwork!
The first time I played this level and heard this song, it just took me right back to the feeling of every platform/dodge and duck game I played as a kid. Absolutely flawless!
From a 40 year old gamer and turtle fanatic... all I can say is... this game makes me smile remembering all those days times my buddies and I would just pile on the old arcade cabinet as kids or on my SNES for some Turtles In Time. It's everything a Turtles game should be.
