3:43 as per diagram non inverting terminal always getting 1/3 Vcc and there is no voltage across inverting terminal , it results out put of Opamp 2 always high ,

Yes Kirti if you ever read about the negative feedback, you could have understood it by yourself. Actually negative feedback provide stability to the circuit that's is the onpy reason.
