I strongly believe Kuu and Duu will fuse in Daima. Goku and someone still need to fuse, Goku still needs to use SSJ3, and we need a reason for Goku to potentially need to use a new form. And since Tamagami One is defeated, Duu, Kuu and Gomah are the candidates for the final big villains. I believe Duu and Kuu will at least somewhat be apart of the final battle. So, what better way to make their danger believable than making them fuse into someone more intimidating? Duu and Kuu literally are Fusion buddies, I'll go into more depth below: One: Duu is dumb, but VERY strong. Kuu is smart, but VERY weak. According to Geekdom101, Kuu WILL get a cape. So, I believe he'll get a power boost sonehow. Two: I need to label this to be more organized: Duu's design pros: He has Majin Buu's arm braces. He has the antennae as well. He also has the eyes of Super Buu. Duu's design flaws: He's pretty obese, and has those donut lips that imply "unserious". His hands are also really weird, like his finger (besides his thumb) are merged together. Kuu's design pros: Kuu is skinny, and has a saibamen esq shell around his body. Assuming Kuu get's a cape, that is also a pro. Kuu's design flaws: the donut lips. He's also very short (much shorter than Arinsu). If they fuse, they would have this design: Super Buu esq body (spawned from Kuu's body type, and Duu's height) with Kuu's shell, and Super Buu's pants and arm braces. Again, assuming Kuu get's a cape, the fusion would also have that. The fusion would probably not have the donut lips, (maybe a more "Saibaman" esq mouth type? Idk, just something that isn't the donut lips). He would also be super strong, and super smart due to his fusee's abilities. Honestly, with the way Kuu and Duu are portrayed as "brotherly" I have a feeling they would mutually fuse, not through forced absorbtion. Idk how they would fuse, but it likely won't be forced. Considering gow muchcstuff we still need to see (and the calibur of enemy required to see it) I believe Kuu and Duu would fuse in Episode 15. In those last 5 episodes, we see dual SSJ3 (Goku + Vegeta), new form, fusion, and the usage of the third eye. Sorry for the long text, but I wanted to say this all in one thing.
You're right without the tail a super Saiyan cannot go ssj 4. I know there is no releasing of a remake of super Saiyan 4. They are purely going through toriyama's work post death. So please people refrain from changing and adding things that he would not do himself. Yes the company has control right now but they're following his last script written. To be honest I think super Saiyan 3 is about as high as they will go in dama.

I can get behind them chucking it up to Goku just forgetting about the form since he got the SSG and SSGSS later but it is a waste of transformation. I don't mind SSJ4 becoming canon, I like it. I would rather like to see them do something with the new fusion method and a new fusion getting the job done. That to me makes more sense.

The form doesn't require anything specific to GT anyway, it's just what happens when you combine a Great Ape with SSJ, then take control of the resulting Golden Great Ape. Technically Goku could have done it as early as after he returned from Yardrat if he still had his tail.
@VestedUTuber this isn't a what if scenario. There's no where you can fit ssj4 between dragon ball z and dragon ball super. Diama is a canon story which takes place between 'Z' and 'Super'. There's no room for any new transformations to be introduced. Ssj3 Vegeta barely makes a pass.
