I just found this myself today and took like an hour and a half to solve the whole thing, but I am Lv29 and the boss absolute STOMPED me. It was super fun to do so I searched to see if he drops anything or what level was recommended for him and found this video.
I'd like to add, the requirement for the flames is EQUIPPING the Ring of Whispers that you get at the very end of the quest chain Treacherous Night. The NPC at the end is who hints towards this tower in casual quest conversation at the end. Honestly I thought it was gonna be a sealed tower opened by the ring and that's it, but clearly, it was so much more!
By the way, I used entirely different solutions to both the levers AND the invisible path!

This is funny. We had a complete different "route" when I was in there with my guild mates on the 3rd floor. We had the same issue with lighting up the braziers. Some could, some couldn't. I believe it has something to do with the amount of intelligence and/or wisdom character has. Anyway, Boss is hard af 😂
Since message said "..but I don't understand it", I though it had to do something with INT or WIS, yes.
According to some ppl who made this boss on beta, you need to have the ring of whispers equipped

I just figured it out, you have to have the whispers ring equiped, the one from the quest nearby lol
