i think it matters with sound of dipthong यू and or ऊ (too;good)sound hope its clear
u can see other examples in pitman where dipthong and vowels are there and shun hook is used but
stokes are used with uation and uition only

In last point there is occurrence of diphthong immediately before shun hook so.. in these type of cases we use stroke ish with hook n and we avoid the use of hook shun
