15 వ ఆర్థిక సంఘం 1971 జనాభా లెక్కలు కాకుండా 2011 జనాభా లెక్కలు తీసుకోవడం వల్ల గతంలో జనాభా నియంత్రణ చేసిన దక్షిణాది రాష్ట్రాలు 15 వ ఆర్థిక సంఘం నిధుల్లో నష్టపోయాయి.దీని వల్ల అధికంగా కర్ణాటక రాష్ట్రం నష్టపోయింది, ఆంధ్రప్రదేశ్ తన వాటా లో 4.305% నుండి 4.047% కి తగ్గిపోయింది .దీని వల్ల అధికంగా మహారాష్ట్ర లబ్ది పొందింది
15 వ ఆర్థిక సంఘం క్రింది పేర్కొన్న అంశాలు ఆధారంగా నిధులు కేటాయించింది

* రెవెన్యూ లోటు కింద 17 రాష్ట్రాలకు 294514కోట్లు కేటాయించింది
