usually to prevent any sparks or flame from locomotives from reaching the petroleum tankers :) Pantograph of electric locomotives in touch with overhead wires often cause sparks which are mostly harmless.
interesting the first train is running long hood forward. a lot of american railroads used to do that in the sixties and seventies. some still do it today.
yes that's an EMD running long hood forward , that's an original design one without the widened cab and I guess even that wasn't satisfactory which finally made railways to manufacture dual cab EMDs in past few years .
