Do you recommend the Lhumi polish over the Time to Shine Deep Cut. What is the difference. Great video.

The Time2Shine heavy cut is not a water based product. It does not dry on quickly and is easier to wipe off.

Does the finish get even better if you sand prior to hand polishing? Thanks

Sanding and high speed cutting always does really well. Sanding straight into hand polish isn't the greatest option.

Do you know if this is silicone based?

I don't know for sure but I would assume so. All aluminum polishes use silicones and waxes as their protectant. I know very few that don't have silicone in them.
