Sharing my experience from Chandni Chowk. These days they have increased their prices because of such over exaggeration of their low prices.

Always stick to your budget when you get there, because even after you select a lehnga withing your price range, they add 2 stitching costs (of blouse & lehnga) & 1 separate dupatta cost: 3-4000 extra
And if you can spend over 20,000 on a lehnga - there is no point visiting an over-crowded market, you can get that from anywhere.
