The way forward is to consciously identify your love language and that of your partner. It is obvious that your love language is Quality Time, which obviously your partner is not expressing. Also, you should know the love language of your partner. From your description, it's not Quality Time. Once you identify it and you express it to him/her, they will feel loved and would want to reciprocate. Both partners have to consciously speak each other's love language.
