I don't understand what you're saying, but korea have a fire investigation unit, and the fire department in Korea is the central administrative system and state position.
@@K-I-M California used to and somewhat still like fire fighters system in Korea. However, over the years, the cost of fire fighters job increase and cities don't want to carry all cost. So, State senate decides to spread the cost of it with the property owners through insurances, like fire insurance, which is a must for all property owners in California, other insurances are earthquakes insurance, home owner's insurance. Let's say, there's a kitchen fire at my house, I call the fireman, and they show up, put out the fire, job done. Then, my insurance company will pay out to city's fireman that show up their time and labor cost for the job. Then the city's fire investigator look into the cause and write a report. If it accidental and preventable fire there will be no 'punishment' for me, but if I am negligence, my insurance monthly payment could go up for my 'punishment' for causing the fire.
