Maybe the hunter just wasting the forward rugby ball first before going to another, because he will just wasting his time if he find the decoder then getting bullied by these two top rescuer
I thought I knew the in and outs of forward but I’ve honestly never seen a 39 build. It could be to embrace his role as a harasser, since 2 tides is often enough and forward with broken windows is actually kind of useless. The 9 build will reveal injured survivors and give speed, which I guess might help him with harassing, but tide isn’t much worse than that.

They strat was to make a really safe stun for a rescue on chair by using a lot of the ball, but forward’s decode de buff outweighs as a con to the benefit of a good save. Not many hunters would commit to a forward with broken in early game anyway. The 39 build can be used in tournaments since kites last longer and forward can prolong using different techniques.
