A way to resolve this "problem" would have been both if them making a secret place and putting the heads on display...like a mini secret museum, and when one of them wants to wear a head they can just use it and put it back once they're done...
In Minecraft, if there is multiple people in range of an item, it will go to the person who has been online for the longest. So by re-logging, Foolish ruined the chance of getting anymore heads.
