what if we are not using the hosted UI of cognito. Does all the configs stays same as you shown or do we need some changes?

I am not able to create the app in FB Dev console. It gives "You can't use this feature at the moment".Any solution to this?
I think you need to first register as a developer developers.facebook.com/docs/development/register/.
